BACKGROUND
On June 9, 1998, the City Council adopted Resolution No. 6442 (Attachment 1), establishing, pursuant to Section 705 of the City Charter (Attachment 2), a procedure for the selection of Vice Mayor and Chaplain, to serve for a calendar year, by majority vote of a quorum of the City Council. Per the resolution, the selection is scheduled to take place at a City Council meeting in December each year. The resolution also states that the Vice Mayor shall be the Councilmember with the highest seniority in consecutive years on the Council and who has not previously served as Vice Mayor. The Councilmember serving as Chaplain will be the most recent outgoing Vice Mayor.

At the December 11, 2018 City Council meeting, the City Council continued the selection of Vice Mayor and Chaplain for the 2019 calendar year, to the January 15, 2019 City Council meeting and directed staff to prepare an amended resolution which moves the selection of the Vice Mayor and Chaplain to the first meeting in January with no changes to the selection process.

DISCUSSION
With the City Council's direction to continue the appointment to the January 15, 2019 City Council meeting, staff prepared a resolution to repeal and replace Resolution No. 6442. The proposed resolution includes the previous procedure established in Resolution 6442, with the exception of the following changes: the appointment will take place in January of each year instead of in December and the Vice Mayor and Chaplain will serve for approximately one (1) year until the next Vice Mayor and Chaplain are appointed to ensure that there is no gap in service instead of serving for exactly one (1) year.

FISCAL IMPACT
There is no cost to the City other than staff time.
