BACKGROUND

The Environmental Protection Agency (EPA) Superfund program is responsible for cleaning up some of the nation’s most contaminated land and responding to environmental emergencies, oil spills, and natural disasters. The program focuses on protecting public health and the environment by making a visible and lasting difference within communities and by ensuring that people can live and work in healthy, vibrant places.

 

The historic use of the Intel Corp. (Santa Clara III) Superfund site, located at 2880 Northwestern Parkway, included semiconductor manufacturing.  The use of chlorinated solvents at the site led to contamination of the shallow groundwater which is not used for drinking water.

 

DISCUSSION

The Intel Corp. (Santa Clara III) Superfund site now meets the EPA’s cleanup requirements through remedial actions conducted at the site. As the EPA has determined that the groundwater at the site now meets state and federal drinking water standards, it will be deleted from the National Priorities List also known as the Superfund List.

 

Superfund Project Manager Holly Hadlock from EPA-Region 9 will give a brief presentation to update the City Council on status of the Intel Corp. (Santa Clara III) Superfund site informing the Council and the public of EPA’s site deletion process from the national Superfund List. The Regional Administrator for EPA-Region 9 is planning to sign the Notice of Intent to delist this Superfund Site within the next couple of weeks which will be published in the Federal Register, activating a 30-day public comment period followed by a Notice of Deletion in the Federal Register.  Public comments can be placed at the Regulations.gov website.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

There no fiscal impact other than staff time.

 

COORDINATION

This report was coordinated between the Mayor and Council Offices, Water & Sewer Utilities Department, and Fire Department.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
