Action on Appointments and Changes to the Outside Agency Committees for the 2019 calendar year

BACKGROUND
Annually, at a Council meeting in January, the Mayor requests that the City Council appoint Councilmembers to the Outside Agency Committees for the new calendar year.
DISCUSSION
Mayor Lisa M. Gillmor is submitting her recommendations for Outside Agency Committees for the 2019 calendar year, for approval by the City Council. Councilmembers were asked for their preferences for serving on these committees. Based on this Council input, below are the suggested changes to the 2019 Outside Agency Committee List.
A new Outside Agency Committee is the Santa Clara/Santa Cruz Counties Airport/Community Roundtable (Roundtable). On July 2018, the Council approved for the City to become a member of the Committee, which is scheduled to convene for the first time within the coming months. Participation in the Roundtable will allow the City of Santa Clara to contribute to policy solutions that mitigate aircraft noise in affected communities, as well as create partnerships with neighboring cities, counties, airports and the Federal Aviation Administration.
The Police Activities League (PAL), Santa Clara Sister Cities Association, and Santa Clara University Liaison/Neighborhood-University Relations Committee (NURC) have been moved to the Outside Agency Committees list as they pertain to outside organizations.
The Mayor’s recommendations for appointments to the Outside Agency Committee List are listed below.

Attachments 1 (redline version) and 2 (clean version) identify relevant information for all outside agencies such as name of the agency; date, time, and location of the meetings; Mayor and Councilmembers serving on committees; the assigned staff member; and a description of the outside agency committee. The redline version identifies all changes in yellow and all deleted in red with red strike through to committee assignments such as change of dates, times, locations, committee descriptions and/or contact information.
For the Valley Transportation Authority (VTA) Capital Program Committee (CPC), per Section 2-36 of the VTA Administrative Code, the VTA Board approves the members and chairperson for the CPC. The VTA Board will consider appointments to its committees at the February 7, 2019 Board meeting. If Councilmember O’Neil is appointed to the CPC, staff will update the Outside Agency Committee list posted on the City’s website.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There is no cost to the City other than staff time.
