BACKGROUND

In accordance with Council Policy 051, Donations to the City, the City Manager’s Office reviewed and approved the receipt of a donation from Mr. Tino Silva, Mr. Fred Maguire, and the Santa Clara Youth Soccer League in the amount of $2,999.85 designated for K-9 protective vests in support of the Police Department’s canine program.  The donation is consistent with the City’s goals and objectives and in the best interest of the City. 

 

Per the Council Policy, for a donation of $1,000 or more, the donor shall be invited to a Council Meeting to be recognized under Special Order of Business and receive a letter of acceptance and appreciation signed by the Mayor and City Manager. 

 

DISCUSSION

The $2999.85 donation will be used to purchase three (3) protective vests for the Police Department’s current canines Ozzy, Tank and Chip.  Police officers with a canine partner supplement the Patrol Division to conduct traffic stops, respond to calls or emergencies, help to locate individuals, contraband or explosives, and to apprehend criminal offenders.  Canine teams also serve as Department representatives at public engagements, conduct security sweeps prior to dignitary visits, board meetings and/or special events, and respond to call-outs on an as-needed basis.  The Police Department’s canines are an invaluable asset to the City and protecting them is of utmost importance. 

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonable foreseeable indirect physical change in the environment. 

 

FISCAL IMPACT

Acceptance of this in-kind donation will allow the Police Department to accept three (3) K-9 Protective Vests.  As part of approval of Council Policy 51 “Donations to the City”, on October 2, 2018, the City Council set up an appropriation authorizing the City Manager to accept monetary donations and make them available to departments without further Council action.
