BACKGROUND
In March, 2016, DELTAWRX, LLC (DELTAWRX) was selected as the consultant to complete Phase 1 of the Computer Aided Dispatch (CAD)/Records Management System (RMS) upgrade project. This phase included a needs assessment; review of background materials including budgets, network diagrams, current license and maintenance agreements; a technology overview; facilitated interviews with key stakeholders within the organization; documented the current environment by shadowing employees; identified core business needs; and defined the scope of the new CAD/RMS upgrade project and its relevant components. The Police Department paid DELTAWRX $69,927 for Phase 1 from Fiscal Year 2015/2016 Capital Improvement Project (CIP) balance to support this preliminary phase of the CAD/RMS upgrade project.

Subsequently, in September 2016, Council approved an agreement (Attachment 1) with DELTAWRX in the amount of $259,116 to provide consulting services, including generating a Request for Proposal inclusive of technical specifications, industry standards and State and Federal hardware, software, network and security requirements, facilitating an objective and comprehensive proposal evaluation and vendor selection, assisting with negotiating a contract with the selected vendor on behalf of the City and overseeing implementation activities including ensuring the vendor has met all contractual obligations.

DISCUSSION
On November 5, 2018, the City went live with the CAD portion of the project, which included all new Mobile Data Computers with stronger wireless infrastructure in police vehicles.
