BACKGROUND
In June 2016, Council approved three years of financial support for Healthier Kids Foundation (HKF) in the amount of $70,000 per year ($210,000 total) for services focused on health and dental screenings and health education programs for Santa Clara residents. The current Memorandum of Understanding (MOU) expires on July 1, 2019. On April 23, 2019 Council reviewed a request by HKF to extend the agreement and provide additional funding. While Council directed the City Manager to extend the agreement through the end of the calendar year 2019, action on additional funding for the additional six months of services was not specifically authorized. Once the City's biennial budget is approved, sufficient funds will be available for the Amendment No. 1 services.

DISCUSSION
The action under consideration is approval of an additional six months funding in the amount of $35,000 as delineated in the Amendment No. 1 (Attachment 1) and which will allow continuation of services through the end of the calendar year 2019 as directed by Council on April 23, 2019. Staff will come back at a later date with information related to alternative service delivery models and service needs.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

FISCAL IMPACT
Amendment No. 1 is in the amount of $35,000. Approval of the Amendment No. 1 will increase the total not to exceed amount of the agreement from $210,000 to $245,000. There is sufficient funding in the FY 2019/20 Annual Operating B...
