BACKGROUND

The City of Santa Clara received a Caltrans Sustainable Communities Transportation Planning Grant in December 2017 to develop the City’s first Pedestrian Master Plan. In August 2018, the City selected the consultant Alta Planning & Design to assist in the development of the plan. Alta Planning + Design will help the City with conducting public outreach/workshops/online surveys, surveying existing conditions, data collection, preparing a pedestrian needs analysis, developing recommended improvements, and overall completion of the master plan. It is anticipated that the Pedestrian Master Plan will take approximately 18 months to complete with the final plan to be presented to City Council in winter 2020. DISCUSSION

Alta Planning & Design has developed draft project recommendations to be included in the Pedestrian Master Plan. The projects were developed through a joint collaborative effort between the City and Alta Planning & Design. Projects were developed based on public input collected from the online survey, Committee and Commission meetings, pop-up events, community meetings, and walking tours. The plan development team will present the draft recommendations to the Commission and solicit feedback on potential changes to the recommendations. The draft project recommendations are shown in Attachment 1, while the project recommendations “toolbox” is shown in Attachment 2.   

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

PUBLIC CONTACT

Public contact was made by posting the Parks & Recreation Commission’s agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
