BACKGROUND

A City Council pillar is to “enhance community sports and recreational assets.”  Since 2013, the City of Santa Clara has prioritized rehabilitation of parks and recreation facilities that are inclusionary, environmentally sustainable, age-friendly, and provide increased measurable play value.

 

The City completed a Facility Condition Assessment (Kitchell 2018) that indicated Agnew Park Playground (Playground), built in 1962, is in “critical” condition, and is recommended for near term/immediate replacement.  The City contracted with landscape architect, David Volz Design, to conduct community outreach, update the park site plan, and develop an age-appropriate playground design that includes all seven elements of play.  On April 17, 2018, the Parks & Recreation Commission recommended Council approval of the Playground schematic design.  On June 12, 2018, Council approved the schematic design.

 

In May 2019, the California Parks & Recreation Society (CPRS), a non-profit, professional and public interest organization, in partnership with PlayCore and GameTime announced a Statewide Healthy Play Initiative Grant (Grant) to promote play and measurable health outcomes across California that would provide a 100% dollar- value match for purchase of playground equipment.

 

DISCUSSION

The Agnew Park Playground Rehabilitation Project will provide new playground equipment for ages 2-5 and 6-12 that include all elements of play (swinging, climbing, brachiating, sliding, balancing, spinning, and free play) at the beginner, intermediate, and advanced levels of play.  Adoption of the Resolution (Attachment 1) will authorize the City Manager to accept an award (Attachment 2) from the CPRS Grant that will, if accepted, provide the City with a 100% match up to the approximate amount of $90,000 to purchase playground equipment. The Resolution also authorizes the City Manager to administer the Grant, and Council action includes an associated budget amendment and appropriation in the same amount.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment. If the project is funded, CEQA analysis will be completed prior to construction award.

 

FISCAL IMPACT

Acceptance of the Grant will provide a donation from CPRS in the amount of up to $90,000 that will match up to $90,000 already allocated in the City project budget for the purchase of Playground Equipment.  The donation will be in the form of a product discount and the value will be recorded in the Parks & Recreation Capital Fund Agnew Park Playground Rehabilitation Project as shown in the table below. The Grant comes from a non-profit organization and not a government agency, therefore the receipt is classified as a “donation.”

If additional construction funding is needed to complete the project, it will be requested at the time of award of bid expected to be brought to Council April/May 2020.

RECOMMENDATION

Recommendation

Adopt a Resolution authorizing the City Manager accept a CPRS Statewide Healthy Play Grant award for Agnew Park Playground Rehabilitation Project, and approval of a budget appropriation and authorization for up to $90,000 in City matching funds, and to execute grant documents, make minor modifications, administer the grant, if funded and approve the related budget amendment for additional appropriation into the Parks & Recreation Capital Fund Agnew Park Playground Rehabilitation Project.
