BACKGROUND
At the August 26, 2019 Special Council meeting, Council interviewed to fill a partial-term seat and a full-term seat. Council appointed one partial-term member, but due to the low number of applications received Council reopened the recruitment to fill the full-term seat ending June 30, 2023.

Advertising of the vacancy was done via the City's website, social media outlets and the City Manager's blog. The City Clerk's Office also emailed vacancy notification to past and current commissioners, as well as to all parties listed on the email vacancy interest list.

DISCUSSION
Applications were due to the City Clerk's Office by 5:00 PM, Friday, September 20, 2019. The City Clerk's Office received three (3) applications (Attachment 1) from the following candidates:

1. Darius Brown
2. Joshua Briefman
3. Marcus Buchanan

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

FISCAL IMPACT
There is no additional cost to the City other than administrative staff time and expense.

PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City's official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City's website and in the City Clerk's Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
