BACKGROUND
During various City activities, the Youth Commission raises funds that are deposited and then awarded as financial grants through the Youth Commission Community Service Scholarship Award Program (Program). Amounts vary each year depending on funds raised and the number of eligible applicants. Eligibility criteria include: City of Santa Clara residents, who are high school juniors and seniors, that have a minimum 2.5 cumulative GPA, and have significant verifiable community service involvement. Applicants complete an application and answer supplemental questions, typically due in March, and participate in a panel interview. In the past, scoring has been based on 50 percent for application and response to questions, and 50 percent for the oral interview. Financial grant recipients are recognized at a City Council meeting in May.

DISCUSSION
Commissioners will be invited to join this committee to discuss the 2020 Community Service Scholarship Award Program. Committee members would begin review of interview questions and determining interview panelists. Grant recipients are expected to be recognized for their service at a City Council meeting in May 2020. The deadline for applications is Monday, March 16, 2020 and interviews are scheduled to be held on Saturday, March 28, 2020 at the Santa Clara Teen Center.

The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
