Report

BACKGROUND

The ADA Curb Ramps FY 2019-20 Project (Project) consists of constructing 24 ADA-compliant curb ramps at nine intersections (Attachment 1).  The scope of work also includes modification of traffic striping and pavement markings, and other necessary work to complete the Project.

 

The installation of ADA curb ramps by the Project continues the City’s efforts to enhance accessibility in the public right-of-way for those with disabilities.  The locations where curb ramps will be installed by the Project include locations requested by citizens and locations on routes to public schools and parks where no curb ramps currently exist.

 

The Project currently utilizes federal funding through the Community Development Block Grant (CDBG) and is identified in the Annual Action Plan submitted to the U.S. Department of Housing and Urban Development (HUD) as benefitting disabled residents.

 

DISCUSSION

On March 4, 2020, bids were opened for construction of the Project.  Seven bids were received ranging from $186,634 to $276,540.  The Bid Summary is included as Attachment 2.

 

ASG Builders (ASG) submitted the lowest bid in the amount of $186,634.09, which is approximately 11 percent below the Engineer’s Estimate of $210,420.  ASG’s bid was reviewed for compliance with the Bid Documents and was determined to be the lowest responsive and responsible bidder.  Staff recommends awarding the contract to ASG Builders. 

 

The award of contract will allow construction to be completed by Fall 2020.  These dates are subject to change based on the latest issues related to the COVID-19 situation.  The contract includes prevailing wage requirements.

 

ENVIRONMENTAL REVIEW

This project being considered is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15301, “Existing Facilities,” as the activity consists of the repair, maintenance or minor alteration of existing facilities involving no or negligible expansion of the use beyond that presently existing.

 

FISCAL IMPACT

The cost of the construction contract is $186,634.09 plus approximately 15 percent contingency, or $27,995.91, for any potential change orders for a total not-to-exceed contract amount of $214,630.  Staff recognizes the potential challenges of working with the existing infrastructure and therefore recommends a 15 percent construction contingency for this Project.  There is sufficient funding in the Project that was previously approved in the FY 2019-20 and FY 2020-21 Adopted Biennial Operating Budget in the Housing and Urban Development Fund.  The Project is eligible for CDBG funding because it was listed in the Annual Action Plan submitted to HUD and provides assistance to individuals with disabilities.

 

COORDINATION

This report has been coordinated with the Finance Department, Housing and Community Services Division, and City Attorney’s Office.

RECOMMENDATION

Recommendation

1. Award the Public Works Contract for the ADA Curb Ramps FY 2019-20 Project (CE 18-19-01) to the lowest responsive and responsible bidder, ASG Builders, in the amount of $186,634.09 and authorize the City Manager to execute any and all documents associated with, and necessary for the award, completion, and acceptance of this Project; and

2. Authorize the City Manager to execute change orders up to approximately 15 percent of the original contract price, or $27,995.91, for a total project budget not-to-exceed amount of $214,630.
