BACKGROUND
Charter Section 702 established a Salary Setting Commission to set the compensation for the positions of Mayor and Councilmember beginning in 2019 and every two years thereafter. On July 17, 2018, Council adopted Ordinance No. 1983 (Santa Clara City Code 2.20.015) which in part established that the Elected City Clerk's monthly stipend will also be set by the Salary Setting Commission beginning in 2019.

On August 20, 2019, an Informational Report was presented to the City Council that included the Resolution of the Salary Setting Commission setting the compensation for the position of City Clerk. The Salary Setting Commission approved a resolution to maintain the current compensation rate at $2,000 per month of the City Clerk for the period of July 1, 2019 until such time as the individual elected to the position of City Clerk at the next election for that position takes office (anticipated to be in December 2020). In addition, the Commission voted to reduce the monthly compensation of the City Clerk to $1,500 ($18,000/annually) for the period beginning when the individual elected to the position of City Clerk at the next election takes office (anticipated to be December 2020) and ending on June 30, 2021. At that time, no further legislative action was necessary to implement the Commission's decision. An amendment to SCCC 2.20.015 to reflect the reduction in salary, as well as an updated salary schedule was to be brought forward at a later time.

The attached ordinance's purpose is to amend SCCC 2.20.015 to set the new compensation for the position of City Clerk.
