BACKGROUND
On May 16, 2017, the City Council approved a design professional services agreement (Agreement, Attachment 1) with Jana Sokale Environmental Planning (Consultant) for the Creek Trail Network Expansion Master Plan project (Project). The Project includes environmental, engineering analysis, planning and design services to complete a master plan for the expansion of the City's off-street trail network to portions of Calabazas Creek, Saratoga Creek, and the San Francisco Public Utilities Commission's (SFPUC) Hetch Hetchy right-of-way.

The professional services provided by the Consultant under the Agreement include data collection, stakeholder coordination, engineering evaluation for trail alignments and crossings, trail standards, public outreach and preparation of the necessary documents to environmentally clear the master plan.

The Consultant has been providing professional services required under the Agreement, has completed the data collection and is nearing completion of the initial round of stakeholder coordination. The remaining work to be completed under the Agreement's scope of services includes creating final concept plans, completing an engineering evaluation of the Project, outreach efforts to the Bicycle and Pedestrian Advisory Committee and Parks and Recreation Commission, conducting community meetings, and completing the draft master plan with environmental analysis.

DISCUSSION
The Agreement between the City and Consultant expires on June 30, 2020 and an amendment to the Agreement is needed for the Consultant to continue providing the professional services outlined under the Agreement. If approved, the ...
