BACKGROUND
Each year, the State of California awards funding to libraries to support adult and family literacy programs through its California Library Literacy Services (CLLS) grant programs. For 2019/20, the Santa Clara Library's Read Santa Clara program received two grant awards: an Adult Literacy grant award in the amount of $48,072 and a Family Literacy grant award in the amount of $25,000 for a combined total of $73,072. The Family Literacy grant is distributed in a lump sum payment with the Adult Literacy grant distributed in two installments - a baseline allocation and a second installment that is a factor of the per capita amount spent per student and the local match an agency raises during the prior year. The baseline allocation was accepted by the City Council in December 2019.

The purpose of this report is to accept the second installment of the Adult Literacy Services grant in the amount of $30,072.

DISCUSSION
The State Library issued an award letter for the lump sum Family Literacy grant and the first installment of the Adult Literacy grant in August, 2019 (Attachment 1). The award letter for the second installment of the Adult Literacy Program in the amount of $30,072 was issued on December 23, 2019. (Attachment 2)

The Family Literacy grant funds are to be used to provide programming for English-speaking adults with low-literacy skills as they learn how to support their children's education and development.
