BACKGROUND
As the local clean air and healthy lungs leader, Breathe California of the Bay Area, Golden Gate, and Central Coast fights lung disease in all its forms and works with its communities to promote lung health. Breathe California provides education to youth and other community members to promote lung health in all forms. Breathe California increased its vaping presentations and workshops to youth in the Bay Area in 2018, in response to the escalation in youth vaping and flavored tobacco use. DISCUSSION
While Breathe California is providing education to youth and helping them quit their addiction to nicotine, youth also need information about what vaping and vapes are, the amount of nicotine delivered, and the harmful health effects of the devices. The Youth Commission will receive a presentation by Breathe California and have an opportunity to ask questions and discuss the topic.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Youth Commission's agenda on the City's official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City's website and in the City Clerk's Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
