BACKGROUND

In 1968, President Lyndon B. Johnson signed a proclamation to establish Hispanic Heritage Week. The proclamation recognized the fact that five Central American countries - Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua - celebrate their respective Independence Days on September 15, while Mexico celebrates it on September 16.

 

In 1988, Congress passed legislation to amend the original resolution and establish an entire month in honor of Hispanic heritage, leaders, and culture. President George H.W. Bush issued a presidential proclamation the following year to establish National Hispanic Heritage Month so that we can honor, celebrate, and thank Hispanic Americans for their many contributions to the country and culture of the United States.

 

DISCUSSION

On September 7, 2021, the Santa Clara City Council will proclaim the period of September 15 through October 15, 2021 as National Hispanic Heritage Month in the City of Santa Clara. 

 

As of July 1, 2019, Hispanics or Latinos represented nearly 20% of Santa Clara’s population and have contributed to the region’s rich history, economy, culture, and community. 

 

ENVIRONMENTAL REVIEW

This is an information report only and no action is being taken by the City Council and no environmental review under the California Environmental Quality Act (“CEQA”) is required.

 

FISCAL IMPACT

There is no fiscal impact to the City other than staff time.
