BACKGROUND

In May 2019, the City of Santa Clara received a Caltrans Sustainable Communities Transportation Planning Grant to develop the Pruneridge Avenue Complete Streets Plan (Plan) along a two-mile section of Pruneridge Avenue from Pomeroy Avenue to Winchester Boulevard (Attachment 1). In December 2020, the project was initiated with the assistance from the consultants, Alta Planning + Design, and will take approximately two years to complete. The Plan will identify bicycle and pedestrian improvements necessary to expand the existing roadway network, complete network gaps, provide greater connectivity to public transportation, increase mobility, and encourage the public to choose more sustainable modes of transportation. The Plan also includes reviewing potential options for parking removal and lane reductions. This meeting is to introduce the draft concepts and obtain feedback on the concepts from the Parks & Recreation Commission.

 

DISCUSSION

The City and consultant Alta Planning + Design will present draft design concepts for the Pruneridge Avenue Complete Streets Plan to the Parks & Recreation Commission through an interactive presentation. The Commission will be invited to ask questions and share feedback on the design concepts (Attachment 2). Alta will collect input via online polling over the course of the presentation and during the discussion period. Pruneridge Avenue Draft Design Concepts

The concepts show a prototypical location on Pruneridge Avenue to demonstrate different roadway and intersection design features. The draft designs are not specific to any location or intersection on Pruneridge Avenue. The axonometric (three dimensional) design detail and more information on proposed dimensions and considerations of each concept can be seen in Attachment 1. Each concept is summarized below:

 

                     Existing Conditions - 4 traffic lanes with parking on both sides

o                     This shows the existing condition on Pruneridge Avenue and represents a “No Build” scenario. The vehicle travel lanes are 12 feet wide; curb to curb width is 64 feet wide (including the gutter); and the public right-of-way is 90 feet wide.

 

                     Concept 01: Four lanes - Remove parking on one side

o                     This concept maintains four travel lanes but removes one parking lane. The side of the street where parking would be removed has not been determined in this concept. A seven-foot-wide buffered bicycle lane (Class II) is added to each side of the street, along with curb extensions, high visibility crosswalks at selected intersections, and canopy shade trees.

 

                     Concept 02: Two lanes and center turn lane

o                     This concept has two travel lanes and a two-way center left turn lane. Parking is maintained on both sides of the street. An eight-foot-wide buffered bicycle lane (Class II) is added to each side of the street along with curb extensions, high visibility crosswalks at selected intersections, and canopy shade trees.

 

                     Concept 03: Parking protected separated bikeway

o                     This concept has two travel lanes and a two-way center left turn lane. An eight-foot-wide separated bikeway (Class IV) is added to each side of the street in this concept. Parking is maintained on both sides of the street but is positioned outside the bikeway to act as vertical separation between the bikeway and vehicle travel lane. Curb extensions, high visibility crosswalks at selected intersections, and canopy shade trees are also included in this concept.

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Parks & Recreation Commission’s agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
