BACKGROUND

The Department of Public Works completes an annual maintenance and rehabilitation project to maximize pavement life for various streets in the City. The project applies pavement treatments ranging from slurry seal, cape seal, and asphalt overlay. Once streets are identified to be included in the project, staff coordinates with the Bicycle and Pedestrian Advisory Committee (BPAC) to review if the streets have the potential for adding bicycle facilities as identified in the City’s Bicycle Plan Update 2018. It is important to note that if a street requires removal of parking or travel lanes due to limited right-of-way widths, the recommendations in the Bicycle Plan cannot be implemented without extensive public outreach, traffic analyses, and study.

 

As set forth by the City of Santa Clara Complete Streets Policy, relevant transportation projects shall be coordinated with the BPAC in order to gather comments and recommendations regarding Complete Streets features that should be incorporated into the project.

 

DISCUSSION

Staff is currently in the design phase for the 2022 annual maintenance and rehabilitation project (Project). This Project is considered a relevant transportation project and requires coordination with BPAC.

 

At the June 2021 meeting, staff presented the list of streets to be included in the Project. BPAC voted to approve the proposed bicycle facilities for the streets listed below:

1.                     The Alameda from Market Street to El Camino Real (Class II Buffered)

2.                     Dunford Way from City limit to Benton Street (Class III)

3.                     Great America Way from Great America Parkway to Lafayette Street (Class II)

4.                     Lafayette Street from Calle De Luna to Agnew Road (Class II Buffered)

5.                     Lincoln Street from El Camino Real to Homestead Road (Class II)

6.                     Mission College Boulevard from Freedom Circle to Montague Expressway (Class II Buffered)

7.                     Scott Boulevard from Central Expressway to Olcott Street (Class II Buffered)

 

The Project’s 65 percent level design plans (first submittal) have been completed and are currently being reviewed by staff. In compliance with the Complete Streets Policy, these plans are attached for BPAC to review and provide recommendations to enable the safe travel of all users on streets within the Project.

Recommendation

Staff recommends BPAC to review and provide comments on the 2022 annual maintenance and rehabilitation project in accordance with the City of Santa Clara Complete Streets Policy.
