BACKGROUND

The Bicycle and Pedestrian Advisory Committee (BPAC) consists of nine members and is presently chaired by Councilmember Karen Hardy with Councilmember Sudhanshu Jain as the alternate. The BPAC represents a cross section of Santa Clara’s bicycling and pedestrian community, contributing their knowledge to the City regarding bicycle and pedestrian related issues and projects. BPAC membership is for a three-year term and members can elect to serve additional terms, if approved by the City Council.

 

DISCUSSION

The membership terms for three members, Bruce Donoghue, Donald Sterk, and Thomas Granvold expire on December 31, 2021. Staff has advertised and posted applications for these BPAC membership openings. The public was notified using the City website, cable TV channel 15, social media platforms, and through the Silicon Valley Bicycle Coalition. 

 

After advertising the BPAC membership openings, Member Perzov emailed staff on October 8, 2021 to request his resignation from the BPAC (Attachment 1).

 

The BPAC has three membership openings with terms expiring in three years on December 31, 2024. With the resignation of Member Perzov, the BPAC will also have a membership opening with a term expiring in one year on December 31, 2022.

 

The application period ended on October 13, 2021 and staff received 19 applications (Attachment 2).

 

The existing BPAC Policy Guidelines (Attachment 3) contain procedures regarding member appointments and vacancies, including:

                     Section 3 states “members may be re-appointed but will be considered along with all other new applicants”

                     Section 4 states “vacancies will be filled for the unexpired portion of the term, of the member being replaced, in the same manner as the original appointment.”

                     Section 7 states “the Committee shall determine the voting procedure for items prior to voting.”

 

RECOMMENDATION

Recommendation

Staff recommends that the BPAC review the applications, interview applicants, and vote to recommend four appointments to the City Council for approval. Three appointments will have terms expiring on December 31, 2024 and one appointment will be a term expiring on December 31, 2022.
