Title

Board of Library Trustees Communication Plan for Patrick Henry Specific Plan Advocacy

Report

COUNCIL PILLAR

Enhance Community Engagement and Transparency

BACKGROUND

During the November 1, 2021 and December 6, 2021 Board of Library Trustees meetings, the Board updated its long-term work plan to identify topics of interest and advocacy. Included in this work-plan is an item to explore the expansion of library services in North Santa Clara in response to potential business development and population growth.

On the December 7, 2021 Council and Authorities concurrent meeting, Director of Community Development, Andrew Crabtree, presented a study session related to the Patrick Henry Specific Plan. The proposed development would be located in the northwest area of Santa Clara. The specific plan as presented included the potential for a mixed-use facility to be shared by the Library and the Parks and Recreation Department. Through additional City Council discussion at the meeting, an alternative idea was suggested that would remove the Library from the development and encourage a partnership between Mission College and the Library to develop a joint use facility on Mission College’s property.

DISCUSSION

The Planning Commission is holding a special meeting on January 10, 2022 related to the Patrick Henry Specific plan. Public comment will be held during this meeting to gather feedback on aspects of the Plan. During this special meeting, the Board has an opportunity to provide comment on the options that have been discussed during the December 7, 2021 Council and Authorities concurrent meeting and to share any Board perspectives on the future of library services in North Santa Clara.

The Board will discuss a communication plan and concurrent potential actions to advocate for library services in relation to the Patrick Henry Specific Plan.
