BACKGROUND
The Department of Public Works is responsible for maintaining concrete curbs, gutters and sidewalks in the public right-of-way. Over time, mature tree roots can cause sidewalks and gutter lines to shift out of alignment, resulting in tripping hazards and ponding water. DPW is also responsible for repairing concrete following the completion of encroachment permits to perform underground utility work and repair of hardscape damaged by vehicular accidents and water main leaks.

The majority of concrete curb, gutter and sidewalk repair work is contracted out. The City's current agreement for concrete repair services with Valley Concrete expires on December 31, 2019, following a competitive procurement in which they were the lowest cost proposal.

DISCUSSION
A formal request for proposal (RFP) selection process in accordance with the General Services contracting procedures set forth Section 2.105.330 of the Santa Clara City Code was conducted in 2017 to solicit proposals from contractors to perform concrete curb, gutter and sidewalk maintenance services. Of the three proposals received, Valley Concrete was selected based on its previous performance providing similar services for the City and pricing. The City has over $1 million dollars of spending authority remaining on the agreement with Valley Concrete and the contractor has agreed to maintain the pricing in the current agreement for an additional two years. The subject Amendment extends the agreement term through December 31, 2021. The original agreement contains a provision requiring compliance with state prevailing wage requirements. This provision will remain in effect under the amendment.
