BACKGROUND
The ADA Curb Ramps FY 2019-20 Project (Project) consists of constructing 24 ADA-compliant curb ramps at nine intersections (Attachment 1). The scope of work also includes modification of traffic striping and pavement markings, and other necessary work to complete the Project.

The installation of ADA curb ramps by the Project continues the City's efforts to enhance accessibility in the public right-of-way for those with disabilities. The locations where curb ramps will be installed by the Project include locations requested by citizens and locations on routes to public schools and parks where no curb ramps currently exist.

The Project currently utilizes federal funding through the Community Development Block Grant (CDBG) and is identified in the Annual Action Plan submitted to the U.S. Department of Housing and Urban Development (HUD) as benefitting disabled residents.

DISCUSSION
On March 4, 2020, bids were opened for construction of the Project. Seven bids were received ranging from $186,634 to $276,540. The Bid Summary is included as Attachment 2.

ASG Builders (ASG) submitted the lowest bid in the amount of $186,634.09, which is approximately 11 percent below the Engineer's Estimate of $210,420. ASG's bid was reviewed for compliance with the Bid Documents and was determined to be the lowest responsive and responsible bidder. Staff recommends awarding the contract to ASG Builders.

The award of contract will allow construction to be completed by Fall 2020. These dates are subject to change based on the latest issues related to the COVID-19 situation. The contract includes prevailing wage requirements.
